Your Specific Responsibilities:
This is a highly responsible professional position in the Operations and Performance Management Section of the Bureau of Communicable Diseases. This position maintains oversight of bureau-wide fiscal activities, including managing the budget for Federal Grants Trust Fund and General Revenue funds, managing federal grants, fiscal policies and procedures, and general finance and accounting operations. This position requires effective written and oral communication skills, knowledge of budgeting and grants management, knowledge of state budget and revenue management methods, the ability to acquire program knowledge, and the ability to work independently without close supervision. Responsible for the supervision of staff, including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions Supervises direct reports, including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and disciplinary action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.

Required Knowledge, Skills, and Abilities
Knowledge of grant application and management processes. Knowledge of grants management processes, state procurement processes such as purchasing and contracting processes. Knowledge of systems such as FLAIR, FIS, MFMP, ECRS, FACTS. Ability to compile, review, and reconcile financial data for accuracy, completeness, and compliance. Ability to work independently. Ability to accept general accounting Principles. Knowledge and experience with Microsoft Office (i.e., Word, Excel, and PowerPoint). Knowledge of county health departments and Department of Health Schedule C process preferred. Effective oral and written communication skills. Ability to use direct influence, build and manage teams, and facilitate meetings. Knowledge of Bureau of Communicable Diseases Programs
