Your Specific Responsibilities:

This is a highly responsible professional position in the Operations and Performance Management Section of the Bureau of Communicable Diseases. This position maintains oversight of bureau-wide fiscal activities, including managing the budget for Federal Grants Trust Fund and General Revenue funds, managing federal grants, fiscal policies and procedures, and general finance and accounting operations. This position requires effective written and oral communication skills, knowledge of budgeting and grants management, knowledge of state budget and revenue management methods, the ability to acquire program knowledge, and the ability to work independently without close supervision. Responsible for the supervision of staff, including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions Supervises direct reports, including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and disciplinary action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.

BUDGET/FISCAL

• Responsible for the management of grant analysts. Provide fiscal and budget consultative services to program supervisors regarding general revenue and grant expenditures.
• Ensures all budget and financial assignments are completed as directed, including annual operations budget (AOB), monthly spending plan, financial reports, grant applications, expenditure correction request, and other assignments as directed.
• Provides oversight, review, and ensures timely completion of all grant activities.
• Ensure clear definition of program roles and responsibilities related to budget management and operational support.
• Ensure timely completion, review and routing of all documents and request related to finance and accounting, budget, and grant activities.
• Monitors and amends budget narratives as needed.
• Ensures timely completion of annual Office of Policy and Budget (OPB) approvals for contracts. Coordinate preparations of budgetary request including but not limited to Legislative Budget Request (LBR), Budget Issue Proposals (BIP), respond to audit requests, budget amendments, County Health Department schedule c allocations, Bureau operating budget preparations, federal grant application Notice of Intents (NOIs) and Notice of Funding Received and subaward agreements. 

POLICY & PROCEDURE DEVELOPMENT AND TRAINING

• Assist the Operations and Performance Management Section Administrator with developing and revising policies and procedures relevant to Bureau-wide administrative functions as directed. Coordinate training to staff on Bureau-specific and Department policies and procedures Support and confers with section administrator to convey and clarify information concerning policies and procedures. Ensures any internal budget procedures, and technical assistance aligns with Department policies and procedures.

COMPLIANCE

• Conducts fiscal monitoring for Ryan White Part B Lead Agencies.
• Ensures timely review and response to fiscal audit reviews and reports. Responsible for preparing semi-annual salary certifications and submitting to headquarters' staff. Prepares letters based on impromptu reports created by budget. This includes staff name, position number, OCA, location, etc., on all certifications. Maintains a tracking system to ensure all certifications are completed and returned to the budget staff. Locates certifications in response to audit requests.
• Collects time-keeping documentation of staff time charged to multiple grants. Ensures the accuracy and timeliness of the information to enable budget analysts to complete journal transfers as needed.
• Review and revise processes, policies and procedures relevant to bureau-wide fiscal and human resources related functions; provides training to staff on bureau-specific and DOH administrative policies and procedures.

Other Duties

• Work with Bureau staff to coordinate and track request related to completion of recruitment assignments.
• Work with Bureau staff to provide information related to budget request.
• Review and approve My Florida Market Place requisitions.
• Review and approve P-Card Transactions.
• Performs other duties as assigned. 

SUPERVISION

• Supervises the section staff responsible for managing federal and state budget, finance and accounting, and grant management activities. 

Required Knowledge, Skills, and Abilities

Knowledge of grant application and management processes. Knowledge of grants management processes, state procurement processes such as purchasing and contracting processes. Knowledge of systems such as FLAIR, FIS, MFMP, ECRS, FACTS. Ability to compile, review, and reconcile financial data for accuracy, completeness, and compliance. Ability to work independently. Ability to accept general accounting Principles. Knowledge and experience with Microsoft Office (i.e., Word, Excel, and PowerPoint). Knowledge of county health departments and Department of Health Schedule C process preferred. Effective oral and written communication skills. Ability to use direct influence, build and manage teams, and facilitate meetings. Knowledge of Bureau of Communicable Diseases Programs
